D.S. Insurance Problem

I was wondering if anybody else has expirenced simular problems insuring a minimalist Dual Sport?
I currently have 5 bikes on my policy with Dairyland. 3 are D.O.T. bikes, and 2 are WR's with aftermarket DS kits. I went to put a TTR, with aftermarket DS kit, on the policy and Dairyland told my agent, they don't insure bikes that aren't titled for the road. I was able to get a Progressive policy for more than three times the amount.
I'm wondering if things are changing, as far as keeping non-D.O.T.'s off the road or if this is a fluke. I'm going to check with another agent but haven't yet. Let me know if anybody has had the same problem...Danno
